Housekeeping Manual is to provide for the safety and health protection of all employees and workers at work. The Cleanliness Regulation made under the order covers a wide range of health & safety, machine & materials safety and welfare matters.
To assist employers, employees & workers in assessing their own work environment, we have prepared this general manual on good cleanliness practice.
The operating procedures only specify the minimum requirements for all units. The general compliance standards referred to in this booklet should be applicable to most workplaces. Unit wise housekeeping guidelines will help to develop a hygienic and friendly working environment.
The language used in this manual is deliberately kept simple and easy to understand. We sincerely hope that employers, employees, and workers can work together on the practical suggestions made in this manual, and introduce improvements to the workplace where appropriate.

The housekeeping manual provides a large range of general cleanliness guidelines to protect all employees and employers health and safety at the workplace. Our purpose is to ensure a clean and hygienic workplace considering a wide range of basic housekeeping guidelines for employee’s safety, machine & materials safety, products safety and a good eco-friendly environment. Each & every employee of Textile is responsible to keep their own workplace, tools and equipment clean, shine and organized. Everybody is a janitor in Textile.

Housekeeping manual:
The workplace should be cleaned according to some schedule well suited with the tasks conducted. A clean and tidy workplace is essential to ensure the safety of the workers, employees, and materials. Good housekeeping means cleanliness and good order of equipment and facilities in a workstation. It needs planning and co-operation of every employee and workers. Housekeeping is the first step towards good cleanliness practice at workstation.
- Cleanliness guidelines:
Regular cleaning of workplaces, materials, and equipment should be carried out to ensure a satisfactory level of hygienic workplace. A designated person needed to assign the responsibility to oversee such operations.
- Responsible for Process:
Cleaners ➔ For Carrying out 100% cleaning in the Area /Block which is assigned to them by the superiors as they are instructed and trained to do .
Manager Maintenance , Supervisor Cleaning ➔ For preparing and making ready the required rosters, checklist formats, necessary Cleaning equipment, Detergents and chemicals and supervising and generate reports /records related to the cleaning assignments .
Head of Plant and GM Admin ➔for facilitating the cleaning team with required Resources, Guidance, Support, and following up the Overall cleaning program in Daily basis.
Head Of Compliance ➔ Conduct monthly follow up Audit on overall cleaning as a part of Monthly Internal Compliance Audit and reporting to the Management.
Head Of Policy Implementation and risk Management ➔For conducting weekly follow up Audits on Overall cleaning as a part of weekly SOP Follow up and do a Monthly follow up audit on the same as a part of monthly Internal Factor evaluation (Textile Factory Evaluation –UFE) and reporting to the Management.

Hand Cleaning procedure
Examples of when hands should be cleaned:
-
When first arrive at workplace
-
After operations of equipment / instruments soiled with dust & dirt.
-
After direct contact with foods/dusts/dirty fluids.
-
After cleaning the sewing machines and apparatus.
-
When you move from a dirty area (such as the cleaning area) to a clean area (such as sewing/finishing/packing area)
-
After the removal of Personal Protective Equipment (gloves, gown, masks etc.)
-
When you go to have something to eat or drink
-
After you have gone to the toilet and again upon re-entering the production/sewing/finishing area
-
After coughing, sneezing or wiping your nose
-
Immediately before leaving the workstation at the end of the working period.
- Daily sewing machine cleaning manual by the Operator(two times):
-
The line Supervisor will ensure sewing machine cleaning materials i.e. fabric pieces are available to each Operator in the sewing line. Line Supervisors will be responsible to confirm the cleaning materials in the Operator’s hand during the scheduled period.

Operators will clean his/her self-operating sewing machine/apparatus two times a day as an agenda fixed by the Unit Head.

The responsible Production Manager will play cleaning music through the PA system for one minute inside the floor.
-
Maintenance in Charge of each sewing floor will be responsible to switch off the electric connections of that floor when music will be running.
-
The line Supervisor has to ensure sewing machine cleaning operation by the Operator during the music.
-
SOP team will check the daily sewing machine’s condition and take necessary photos to report to the Head Office and Unit Head as well.

- Generator room cleaning procedure:
Due to safety matters, general workers and staff entry is restricted in the Generator Room. However, cleaning is essential here. Below points considered to cleaning in Generator room:
-
A caution like “ENTRY RESTRICTED” must hang in the entrance of the generator room. This caution must communicate in both English and Bangla.
-
Before starting the Generator, Operator must check the availability of Mobil & fuel/gas
-
Appointed Generator Operator only allows operating the generator.
-
An MSDS (material safety data sheet) may be hung/posted on a stand kept at the entrance of the room to aware of the generator operator and the strangers saying:
(a) Wear your Ear Plug
(b) Wear your rubber hand gloves
(c) Wear pair of rubber shoes
(d) Do not make any fire
(e) Smoking fully prohibited
(f) Don’t touch anything without permission
-
No loose wire is allowed in the generator room.
-
All electric channels/lines will be identifying and communicate both in English & Bangla
-
Always keep the plant floor clean. Do not allow any Mobile, open oil drum & not to keep it in the floor except the nominated area. Keep Diesel in a Diesel tank instead of loose drums. During fire hazard work like gas/electric welding, need prior permission from management. After taking full protection and ensuring the presence of Admin Head/Representative, then only allow to do this fire hazards work.

If the job of sweeping, cleaning, wiping the floor of Generator Room is done by a general sweeper, Generator Operator must be present there to avoid any incident/accident.
-
Generator Operator himself/herself or any one of his/her assistants, who is well trained on electrical functions, will clean/wipe out the inside/outside of the generator and the wall of this room
-
Blower, brush, fabric, kerosene oil and/or any other cleaning agent supplied by the company can use to clean up the generator.
-
Cleaning is confirmed twice a day. However, cleaning/wiping the outside of the generator is standard once a week. Every weekend day may choose for this work.
-
the day of maintenance work or engine overhauling work, special arrangement for cleaning/wiping would be done as per instruction of Maintenance In-charge/Manager.
-
A checklist must hang/post on a stand kept inside the generator room. Moreover, the person assigned for cleaning will sign confirming the job done.

Cleaning Supervisor or any one of the admin dept. will supervise the cleaning job daily. In addition, Maintenance in Charge/Manager and factory Compliance Dept. will confirm once per week and put their signatures in the checklist.

Head of compliance will verify whether the procedure is compliant as per this manual and put his confirmation signature in the received checklist and return it to the factory Compliance Department for filing.

- Boiler Room cleaning procedure:
Due to safety matters, general staff & workers entry is restricted in the Boiler Room. The below points must follow strictly in regard of cleaning of boiler room:

A caution like “ENTRY RESTRICTED” must hang in the entrance of the boiler room. This caution must communicate in English and Bangla.

Before starting the Boiler, Operator must check the availability of gas

Operator will check the boiler’s corrosion/rust on the weekend day of cleaning and will report to the Maintenance In charge for taking necessary action of cleaning the rust.

Maintenance dept. will maintain a register to keep record of Boiler cleaning.

They will keep a separate record of hardness checking of water used in the boiler.

Boiler Room floor cleaning will do twice a day; but cleaning/wiping the outside of the Boiler must be done minimum once in a week. Every weekend day may choose for this work.

On the day of maintenance work or boiler overhauling work, special arrangement for cleaning/wiping will do as per instruction of Maintenance In charge/Manager.

Checklist must hang/post on a stand kept inside the boiler room. In addition, the person assigned for cleaning will sign confirming the job done.

Cleaning Supervisor or any one of the admin dept. will supervise the cleaning job daily. Maintenance in charge/Manager and factory compliance dept. will confirm once a week about the job completion and put their signatures in the checklist.

Head of compliance will verify whether the procedure is compiled as per this manual and put his confirmation signature in the received checklist and return it to the factory compliance department for filing.

- Electrical DB Board cleaning manual:
For safety, electrical DB boards must be cleaned regularly. Following below instructions accordingly:

All DB boards must cover by boxes made by fireproof artificial wooden sheet

A “Danger Symbol” with written “DANGER” communicated both in English & Bangla would hang/post on all the DB boards
-
No DB board should found with loose cable
-
Each DB board must be cleaned by blower through the Maintenance Department every week.

It is better to clean the DB board after closing the factory
-
Before blowing the DB board, Maintenance personnel assigned to perform this job must communicate concerned production supervisor/in charge so that they can cover up the garments/fabric beside the board
-
A checklist must hang outside the DB board and the person assigned for cleaning will give a confirmation signature of the job is done.

Maintenance in Charge will confirm once a week about ensuring the job completion and put his signature in the checklist.

Compliance Dept. will check the DB board and sign in the checklist once in a month and report the head of Compliance.

- Electric Channel cleaning procedures:
Every channel must be cleaned by a blower once in a month. The cleaning day will be fixed after discussing with the Production /Factory Head/ Admin and Maintenance Head. Production/ Maintenance Head will make sure before start cleaning, all garments/Fabric will be covered. Admin Dept. must be present in the factory to observe the cleaning process and ensure factory safety.
A checklist hereunder is to be followed to compliance dept. where there are no designated personnel in admin and maintained by the maintenance department which will be confirmed by factory compliance and a report must be sent to the Head of Compliance who will verify and confirm the signature.

- Floor Cleaning:
Every production floor will be swept/cleaned/shined by the responsible floor cleaners. Factory Admin/Compliance Dept. will prepare a duty roster for Cleaners for all sections.
Floor sweeps minimum once in an hour, Floor washing/moping minimum thrice a day. Frequent sweep/moping of cutting floor, so that the floor founds tidy.

Floor Cleaning/Mopping Checklist
Note: Please put a tick [√] mark if found tidy, or a cross sign [×] if found dirty.
- Bdmeter & doors cleaning SOP:
Bdmeter of the factories’ building/structure to be cleaned once in a week but doors and glass made walls will be cleaned/wiped everyday by assigned sweepers.

Before window/door cleaning, sweepers must wear hand gloves for safety purpose
-
Window/door cleaning works may go through following sequences:
-
Clean the Bdmeter with dust cleaning brush
-
Clean the Bdmeter with dry fabric (terry or any soft type knit fabric)
-
Wash/wipe the window frames/tracks with detergent mixed wet fabric
-
Once tract is cleaned, wipe down the frame along with its edges/sides/top/bottom
-
Wipe/wash the glasses with glass cleaning agent or detergent, whatever supplied, mixed wet fabric.
-
Check the strength of the ladders to be used for Bdmeter cleaning
-
To clean sliding Bdmeter’ frame/track clearly, sliding may remove as and when necessary. But should not do frequently
-
Any cleaning agent or materials that may create scratch on the window glasses is prohibited to use
-
When wiping inside window panes, wipe the Bdmeter horizontally to clean them. When working outside, make sure to use a vertical stroke for a streak free look. Terry cloth (if available) or knit fabric may be used for wiping the Bdmeter
-
While using wet fabric or agent/detergent, be careful with keeping the paint of the walls untouched
-
To paste/hang anything like gum-tape, paper/sticker on the glass-door/wall/Bdmeter is strictly prohibited. Instead of, Compliance Dept. will make the new employees rewarded for careful walking to avoid breaking the glasses.
-
Bdmeter cleaning will be done at the closing time of the factory.
-
Every weekend day may be marked as Bdmeter cleaning day.
-
Before starting Bdmeter cleaning work, admin dept. will inform floor supervisors/in charge to cover up the garments & machine adjacent to the Bdmeter/wall.

All Bdmeter must have a unique number for the purpose of identification and cleaning. Numbering will start from the ground floor. For example:
F1W1, F1W2, F1W3
F2W1, F2W2, F2W3
F3W1, F3W2, F3W3

The admin personnel assigned to supervise Bdmeter cleaning jobs must check all Bdmeter every opening & closing time to note any emergency cleaning or maintenance of the Bdmeter.

All mosquito nets of the Bdmeter of different production floors to be cleaned at least twice in a month or when necessary by using blowers. Before cleaning, respective floor production heads/ In charges to be informed to cover the garments/fabrics to avoid any contamination with dusts.

Bdmeter Cleaning Checklist
- Toilet Cleaning guidelines:
Factory toilets must clean as per posted schedule. [To ensure this job toilet sweepers assigned for specific toilet must follow the format in accomplishing the toilet-cleaning job]
Put (Y) mark if found OK, put (N) mark if not OK.
Note:

Toilets must be cleaned by the sweeper/cleaner of the factory. Toilet should always be clean, dry without a bad smell.

The authorized person of Compliance Officer Will responsible to facilitate clean, dry and smell free toilet, check the status, and fill in the above checklist.

The Compliance Officer will cross check time-to-time daily basis and take necessary action.

Factory Admin Dept.- will assign specific toilet sweeper for specific toilet cleaning job

Concerned toilet sweeper will be engaged in his/her job to keep the toilet clean, tidy, dry, and odorless continuously during working hours.

- Toilet must clean as such there is:

To clean the commode/pan, basin/bowl thoroughly disinfected like female, bleaching or any other material/agent supplied by the company must be used as per -schedule/instruction. Disinfected materials would have to keep at least 20 minutes and then scrub to remove all dirt. Flash thereafter.

Detergent and bleaching will be used to wash the toilet floor
-
To remove the bad smell, some agents like naphthalene or any other material should be kept in the convenient place at the toilet. In addition, it has to be confirmed that the exhaust fans are well functioning i.e. a proper ventilation system has to be ensured.
-
Concerned Admin Personnel will supervise the toilet-cleaning job, and Compliance Dept. will check, in each & every hour, the factory toilet-cleaning status and will do the needful to make sure that the toilets are clean as per company policy.
- Staircases cleaning procedure:
Staircases of the factory buildings/structures must be swept/wiped regularly.
- Staircases should be swept out minimum four (04) times and wipe out minimum two (02) times in a working day.

Sweep out and wipe out after 15 minutes of starting the factory/floor
-
Sweep out another two times before lunch hour
-
Sweep out and wipe out after 5 minutes of finishing the lunch hour
-
Sweep out once before closing the floor normally (without any OT), or
-
Sweep out two times before closing the floor with 2 hrs OT
-
Sweep out once after vacant the floor before closing the factory
-
Admin personnel/Cleaning Supervisor will supervise the cleaning status in each hour
-
Compliance dept. will check the stair cleaning status, make a report and will do the needful to ensure the job is done accordingly.

Staircase Cleaning Checklist
- CPU, Monitor, UPS, Scanner, Printer, Copier & Projector Cleaning procedure:
CPU, Monitor, UPS, Scanner, Printer, Copier & Projector of Factory and Corporate Office must be cleaned on a frequent schedule once in every 03 month. IT(System) personnel are responsible to perform these cleaning tasks both in the Factory & Corporate Office.
- To keep CPU, Monitor, & UPS cleaned/swept/wiped/shined, following steps should ensure properly-

Properly shutdown window, turn UPS switch off, switch off main power board and disconnect power cable from main board.

Unscrew CPU to open for dust removal using an Air blower machine, Paintbrush, and cloths. Then screw up the CPU and wipe outside properly.

Sweep and wipe out Monitor & UPS as well as power cables. Use an air blower and paintbrush to clean the keyboard.

Finally assemble all connections properly and turn on Bdmeter for test run.
- To keep Copier, Scanner, Printer & projector cleaned/shined, following steps should ensure properly-

Turn off Copier, Printer, Scanner & Projectors switch. Switch off main power and disconnect main power cable from power board.

Use an air blower machine to clean outside dusts and gently clean/wipe scanners, Copiers & Projectors surfaces with clothes and paintbrushes.

- Daily Supervisory Follow Up procedure

One Full time Cleaning Supervisor should be allocated to do supervising of the total Cleaning program.

Cleaning supervisor should visit all the cleaning Points Mentioned in the Check List and should check if the cleaning is done, as it is required. Once cleanliness of a point is assured, it should be marked with an appropriate mark (√) in the Checklist while failure in cleaning is marked with cross mark (x) in the same.
- Daily Random follow up by Management Representative
Admin representatives will check randomly in any of his/her suitable time, and confirm in the cleaning checklist and done as per requirements.
- Weekly and Monthly follow up by Adjunct Departments

Compliance Department should include the SOP following into its monthly Internal Compliance Audits and Reports should be produced to the Management upon the Findings

Policy Implementation and Risk Management Department –SOP, should include this SOP following and Reports should be produced to the Management upon the findings according to the Compliance Audit report and take necessary action plans when needed.
- Supplementary Procedures

Daily Bdmeter cleaning and Open /Close Monitoring SOP has to be Implemented.

No Worker including QIs should be allowed to carry their footwear into the floor. They should keep their footwear in a small bag so that the Bag Could be kept in their lockers before they get inside the floors.

Daily Floor waste should be removed from the floor so that Spreading dust into the atmosphere would be controlled.

Fortnightly or Monthly, Fan, Electric Trunk, Machine, Industrial Furniture cleaning, and Pest Control program should be launched so that it would reinforce the Total Cleanliness Maintaining Procedure.
- Weekly cleaning day announcement procedure
Honorable Managing Director announced a day in every week for CLEANING DAY-
“This is to notify that all Units/Factories of Textile Group of Companies including Head Office and all related offices will observe weekly “Cleaning Day” on “Thursday”. The cleaning spots would be as follows:
All Electrical Channels,
Fans and Exhaust Fans,
Air Conditioners,
Ducting and Racks,
Machinery pipes or any other areas related to cleaning inside or outside of the premises.
The Administration Department from the Head Office will have to make sure that the job is done properly. The HR Department will conduct the survey and report to the Management that the process is being followed and the system to be developed that will last for years.
The Audit Department will review once in a while to report to the Management whether the Administration Department and HR Department are following the instruction properly.
The concerned Personnel are advised hereby to observe and follow the above directions with immediate effect.”

- Conclusions:
Textile believes and confirms its housekeeping is the best way to keep its work environment hygienic and hazard free. Keeping in mind its workforce occupational health and safety issues, the management of Textile gives utmost emphasis on its production floor as well as adjacent areas always clean and hygienic.
